Developing the Human Resource Strategy for the Judiciary
Upon the Project's initiative, the Ministry of Justice established a Working Group for Development of the Human Resource Strategy, consisting of representatives of the Ministry, Supreme Court of Cassation and other courts, the Republic Public Prosecutor's Office, State Prosecutorial Council and Judicial Academy. The term of office of the previous Working Group set up with the same objective had expired, so the establishment of the current Working Group gave momentum to development of this document important for regulating and, above all, for planning human resources in the judiciary.
The Project provides an active support to the work of this Working Group by having its experts develop a Draft Human Resource Strategy with action plan for its implementation, in order to offer the draft to representatives of legal profession for further considerations and then for the future public consultations necessary for any strategy to be adopted.
The Strategy is being developed following all the existing public policy documents in the judicial sector, as well as the Law on the Planning System (and by-laws for its implementation), defining the neccessary elements and procedure for adoption of this type of public policy documents.
So far, the Project has initiated and supported the organization of several Working Group meetings, where the key issues of importance for developing the Human Resource Strategy were discussed, as well as the issue of correlation between the HR planning and the volume and structure of work planned in the judiciary, as well as with the juduciary's budget, of course. The Working Group agreed with the Project's conclusions on these three topics as mutually inseparable, thus necessary to be addressed simultaneously, in a consistent and harmonized manner.
