The Project presented the findings of the first analysis of the work and capacity of the Council Office at a workshop held in Novi Sad with the managers of the Council Office. Findings are result of a close look into its work and contact with its management staff, the analysis of the relevant regulations, as well as numerous documents of the Council and the Office.
- The Office functions at greatly reduced capacity due to a large number unfilled vacancies;
- The building where the Office is currently seated is temporary and inadequate spatial solution since it not only lacks space to accommodate the existing staff but it makes employing new staff to fill vacancies at the Office impossible;
- The work of the Council bodies, the disciplinary bodies in particular, is made difficult due to inadequate professional support provided by the Office, as well as work space;
- The Council lacks ICT support for core internal processes;
- The Office is not ready for multiannual budgeting;
- The work of the Council is directly dependent on the capacity of the Office;
- There is a dire need for HR development and trainings;
- There is a need for improved statistics and analytics, as well as for precise regulation of budget authority;
The first recommendations for reshaping the systematisation of job positions at the Office were made during this workshop, as well as for altering its internal structure, and generally, for improving its HR capacity.
